Graffiti in Winnipeg: the rules, the free option, and when it isn't enough

Two bylaws, one responsibility

Winnipeg approaches graffiti from both ends. The Graffiti Control By-law (204/2007) works on supply — restricting how spray paint and other tagging materials are sold. The Neighbourhood Liveability By-law (1/2008) works on your wall: keeping property free of graffiti falls under the owner's property-standards obligations. If tagging is left up, the City can issue a notice to the registered owner; ignore it and the file escalates to a formal compliance order, and continued non-compliance can bring penalties.

The free option — and its honest limits

Winnipeg does something many cities don't: it supports a volunteer-based graffiti removal program. Sign a waiver giving permission for your property, and volunteer crews may clean it; report the vandalism to police online and you can request a paint voucher for DIY paint-overs. For a homeowner's fence, that can genuinely be enough — and we'd rather tell you that than sell you a service you don't need.

The limits show up when the property is a business, a strata or a portfolio:

  • Timing is out of your hands — volunteer scheduling doesn't answer to your compliance deadline, your tenant's complaint or your weekend foot traffic
  • Method isn't matched to surface — paint-over vouchers mean a painted patch, not removal; on brick, Tyndall stone or heritage facades the wrong approach does permanent damage
  • No documentation — nothing dated for your insurance file, strata minutes or compliance record

When professional removal earns its fee

  • A deadline exists — bylaw notice, property listing, tenant move-in, event. We schedule to the date and document completion
  • The surface is unforgiving — Exchange District brick, Tyndall stone and heritage finishes need low-impact, spot-tested methods, not a volunteer roller
  • It keeps coming back — repeat targets need coatings or recurring patrol coverage, which no one-time cleanup provides
